Nguyen Hong Thang joined VNNIC in 2000 as one of pioneers of the organization. He was one of the first engineers and played a key role in building many of critical local Internet system such as National DNS system for .VN ccTLD, Vietnam National Internet Exchange point – VNIX, Vietnam National IPv6 Network and got appointed as the Deputy Director of VNNIC since August, 2011.
Thang is a board member of the Vietnam National IPv6 Task Force (VNIPv6TF). He has been actively devoting himself on promotion and deployment of IPv6 in Vietnam.
Over the last 20+ years, Dean has been working as a hands-on technologist supporting a wide variety of customers across various industries, from start-up to enterprise organisations, focusing on business transformation, digital platform evolution and IT infrastructure orchestration and automation.
Dean has been with Amazon for over ten years in several roles, all focusing on helping AWS customers and partners maximise their success on the AWS platform by building well-architected, agile, and secure applications and services, and to gain business advantage by fully leveraging what Amazon and the AWS cloud offers. In 2019, Dean joined the AWS ASEAN team as the Chief Technologist where he now is responsible for working with customers who are at a critical decision point in their cloud journey. To help challenge, inspire, and empower customers to innovate and establish long-term success utilising cloud platforms and emerging technologies in AI/ML, IoT, and modern application architectures. Dean is also responsible for sharing his expertise at conferences and industry events, to help advance skills and education in the cloud market.
Jia-Rong Low joined ICANN in August 2013. He is currently the Vice President, Global Stakeholder Engagement, and concurrently Managing Director for the Asia Pacific (APAC) regional office. Stationed in Singapore, Jia-Rong works with key stakeholders to bring ICANN to the region and facilitate stakeholders to participate in multistakeholder Internet governance.
Prior to joining ICANN, Jia-Rong served at Singbridge International, a Singapore government-linked company specializing in sustainable urban development projects. A former diplomat, Jia-Rong worked for Singapore's Ministry of Foreign Affairs and served as First Secretary (Political) at the Singapore Embassy in Hanoi, Vietnam. Jia-Rong is very familiar with the region, having represented Singapore in engaging the region's governments such as Thailand, Myanmar, and the Philippines.
Jia-Rong holds a Diploma in International Trade Law from WTO in Geneva, Switzerland. He graduated with a Bachelor of Communications Studies at Singapore's Nanyang Technological University.
Binh Lam is a highly regarded leader in network engineering and operations, currently heading NTT Enterprise Internet Services. With over 20 years of experience in the telecommunications and service provider industry, Binh has gained extensive expertise in overcoming challenges related to network design in various implementations.
Binh's commitment to excellence is underscored by his dual CCIE certifications in Routing and Switching (R&S) and Service Provider (SP), as well as his prestigious designation as a Cisco Certified Design Expert (CCDE). These credentials highlight his deep knowledge and proficiency in resolving complex problems with effective solutions.
With a profound understanding and hands-on experience across diverse technologies, Binh possesses a unique strategic mindset for addressing business, product, and technical challenges. His technical proficiency in implementing, troubleshooting, and managing large-scale service provider and enterprise networks places him at the forefront of the industry.

Pablo is responsible for representing APNIC within the public sector, primarily by cultivating and managing relationships with governments, key intergovernmental and treaty organizations, and related bodies.
MAEMURA Akinori is Chief Policy Officer of JPNIC – Japan Network Information Center, a not-for-profit Internet promotion body and National Internet Registry for Japan.
Maemura has more than 25 years of career and experience in the Internet technical operations and coordination. He started the Internet career at NEC Corporation, Japan, to launch its ISP business, which is now known as BIGLOBE, as a network engineer in 1994. After that he got involved in the Internet Coordination among ISPs and associations, as the commercial Internet is emerging in Japan, including the establishment of JANOG, the Network Operators’ Group of Japan, and IP address management at JPNIC – Japan Network Information Center. Then his involvement expanded to the region when he was first elected to the Executive Council of APNIC, Asia Pacific Network Information Centre, one of five Regional Internet Registries which administer the Internet number space for respective regions in 2000. He served as an EC member for 16 years, especially as the Chair of it for 13 years until February 2016. After that, he was elected to the Board of Directors of ICANN – Internet Corporation for Assigned Names and Numbers as an appointee of its ASO, Address Supporting Organization. He served as an ICANN Board Member for two terms, six years until 2022.
As the Chief Policy Officer of JPNIC, Maemura presides JPNIC’s consideration, coordination and communication of the Internet Policies as well as its external and international relations.
He also serves as a Board Director at JPCERT Coordination Center, the national computer incident response team in Japan, and as a Board Director of DotAsia Organisation, the registry for .asia TLD and an Internet Promotion Body.
Binh has been working for NetNam, one of the first ISP in Vietnam, since 1996. He was a network engineer at NetNam/IoIT (Institute of IT, Vietnam Academy of Science & Technology), then changed to the business at NetNam Company, a state-owned identity established in 1998. He was the Deputy Director of NetNam from 2007 to 2010, when NetNam finished equitization, then he became NetNam CEO. Binh spent lots of time attending internet development projects for IoIT/NetNam and Vietnam, with the support from IDRC, InWent, ASEAN foundation and other global organizations.
Since 2016, he was selected as the General Secretary of Vietnam Internet Association (VIA), an organization having mission to develop Internet in Vietnam, as well as being the bridge between Internet industry/community and Vietnam government.
Binh also has interest in Free & Open Source Software (FOSS) development and taking part in VFOSSA (Vietnam Free & Open Source Software Association) as a VP, to promote FOSS for Vietnam.
Binh graduated Hanoi University of Technology as electronic & IT engineer, having MBA degree, and spending a year studying in Germany (2002-2003) on open source, cyber security & e-business subjects.
With more than 23 years of experience in the field of telecommunications and information technology and 15 years in the field of cybersecurity, Mr. Ho Trong Dat has participated in many key projects of the Group on telecommunications network infrastructure. , information technology and information security.

Mr. Nguyen Truong Giang has many years of experience in designing, operating and managing network system as well as security system. Since 2022, he was promoted as Deputy Director of Viet Nam Internet Network Information Center (VNNIC) with responsibilities in operating and managing critical Internet infrastructures (Viet Nam National Internet eXchange, ".VN" DNS).
Srinivas Chendi is APNIC's Senior Advisor for Policy and Community Development and also Liaison Officer for the South Asia region. He is responsible for supporting the APNIC community in the resource Policy Development Process and enhancing the levels of engagement and participation of the members of the community which APNIC serves. He also manages the South Asia region Liaison role while establishing partnerships with external organizations to encourage latest technical deployments and help the community derive the maximum benefit from developments at APNIC.
Srinivas has worked in a variety of roles at APNIC and elsewhere, including External Relations Manager, Policy Development Manager, Online Services Manager, Internet Resource Analyst, Technical Support Supervisor, and Systems Security Analyst.
Srinivas represents APNIC at an economic and regional level and is constantly on the lookout for opportunities to collaborate with the Asia Pacific community.
Athena is a Stakeholder Engagement Manager at ICANN, deepening ICANN’s relations with stakeholders in Northeast and Southeast Asia. Based in Singapore, she works with key stakeholders to expand ICANN’s presence and engagement in these regions. This includes public and government affairs, and leading regional and country-specific programs.
Prior to joining ICANN, Athena worked for the Singapore Government, covering customs regulations, economic and cyber diplomacy over a span of 7 years.
Athena holds a Master’s degree in Public Policy from the Lee Kuan Yew School of Public Policy, and a Bachelor of Arts in Theatre Studies from the National University of Singapore. She speaks English, Mandarin, and conversational Russian.
Aftab Siddiqui joined the Internet Society (ISOC) as a Technical Engagement Manager in November 2016.
Prior to joining ISOC, Aftab worked as an Australian network integrator and at a Pakistani ISP. He has a strong technical and operational background. Mr. Siddiqui has been a key contributor to the global, regional, and local efforts in the APNIC community and has been an active participant in SANOG, APNIC/APRICOT and MENOG for many years. Aftab has increased participation and membership of ICANN's ASO and will be a technical resource to the APAC bureau and a member of the Internet Technology Office, focusing on Deploy360 efforts.

Vo Minh Thanh is Deputy director of Department of Information and Communications Ho Chi Minh City, Vietnam. He has more than 20 years experience in management information systems, information analysis, information security management and public administration reform. Mr. Le Hoang Long is a network infrastructure engineer certified by Juniper (JNCIE-SP), holds a master's degree in electronics and telecommunications. He has more than 10 years of experience in the telecommunications - information technology industry. Working at VNPT since 2010, he has experienced many different positions and currently working at Network Operations Department - VNPT-Net Corporation. Mr. Nguyen Truong Thanh has worked at VNNIC since 2004, having great experience in designing, implementing, managing and operating network systems, services, and information security. He has directly developed and implemented "DNSSEC standard implementation for .VN domain name server system (DNS) system" project, established the national IPv6 network, participated in IPv6 deployment and promotion activities in Vietnam.
He has worked at VNNIC for 18 years, having great experienc and being mainly responsible for promoting and developing the .VN national domain name through the following activities: building and raising the national brand for .VN ccTLD, developing distribution channels for .VN Domain Name Registrars, implementing projects "Creating Digital ID with ID.VN Domain Name" for community to support students and project "Creating Digital Brand Identity with the domain name BIZ.VN” to support SMEs.
With nearly 600,000 .VN domain names, Vietnam is currently ranked 2nd in Southeast Asia, 10th in Asia-Pacific, 43rd in the world in terms of the number of ccTLDs registered and used.
